Temporary permit or wait for the permanent number? My start date rides on it

Endorsement application is in. The state issues a temporary permit while it processes, and my new manager has now given me two different answers about whether I can start on one.
HR said the permit is fine. The educator said their cohort needs a permanent number because of how pharmacy assigns privileges. Both of them said it like it was settled.
Has anyone started on a temporary permit? Did the unit treat you differently while you were on it, and what happened on the day the permanent number posted?

Started on one. The permit was fine with the state, and the trouble was three systems downstream of the state.
Charting let me in. The controlled substance module didn't, so for five weeks another nurse pulled anything scheduled with me, which nobody had warned either of us about. Small problem once we understood it. Large problem at eleven at night on day one.
Ask your educator which systems key off the number and how often they refresh. That's the question somebody can actually answer.

Different piece of it. Get the start date in writing with a line saying it moves if the permit does, before you give notice anywhere else.
A classmate of mine gave four weeks on an old job against a start date that then slid by three, and there was no version of that month that wasn't expensive.
